    The Department of Administration was created in 1951 to consolidate central finance, purchasing and management functions of state government. Title 42, Chapter 11 of the Rhode Island General Laws establishes and provides for the organization and functions of the Department.
    Responsibilites:
    The Department of Administration provides supportive services to all Rhode Island departments and agencies for effective coordination and direction of state programs, within the framework of a changing administrative and fiscal environment. The Department also provides policy direction for executive leadership in a variety of financial and administrative matters and is responsible for the statewide implementation of policy decisions affecting the organization and delivery of state run and state supported services. The Department is headed by the Director of Administration and has thirteen distinct programmatic functions. These include Central Management; Accounts and Control; Budgeting; Auditing; Human Resources; Capital Projects; Facilities Management; Purchasing; Central Mail Services; Planning; General Appropriations; the Personnel Appeal Board; and Internal Services.

    • State Procurement Regulations
      The purpose of amending these rules and regulations is to implement Executive Order 08-01 requiring all persons and entities doing business with any Executive Branch department or agency to utilize a federally approved work authorization program (“program”) to ensure that all newly hired employees of said person or entity have complied with all applicable federal immigration laws. Requirements of entities doing business with an Executive Branch agency are fully described, as are the consequences of noncompliance. The only changes to the amendments since being noticed for hearing are the inclusion of the words "or business with one or more employees" in sections 1.12.1.2 and 1.12.1.6. Also included is a new section 1.12.4.2. All changes are based on comments received as a result of public hearings.
    • Emergency Regulation Re: Requirement to Register with and Utilize Federal E-Verify Program
      The purpose of these regulations is to implement the provisions of Executive Order 08-01 which mandates that all Executive Branch departments, agencies and personnel shall require that any and all persons and businesses, including but not limited to grant recipients, contractors and their subcontractors, and vendors, doing business with or proposing to engage in a business relationship with an Executive Branch department or agency of the State of Rhode Island certify that said person or business has registered with and is utilizing a federally approved work authorization program/service, such as “E-Verify,” to ensure that newly hired employees of said person or business have complied with all applicable federal immigration laws.

      The purpose of this emergency amendment is to establish criteria by which public agencies would be authorized to select methods of construction contract management services. This emergency amendment replaces Rule 8.11.
